Welcome to High Harbour! This tutorial will guide you through the mechanics of the game and how to play effectively.

The game alternates between two main phases:

- Day Phase: Manage resources, build structures, and make decisions.

- Night Phase: Observe the outcomes of your decisions and prepare for the next day.

Election Day

Every few cycles, an Election Day occurs.  Votes are influenced by the happiness of each faction.

There are three main resources in the game:

1. Materials: Used for constructing buildings.

2. Water: Essential for population survival.

3. Influence: Gained through high happiness and used to sway decisions.

Managing Resources

- Resources have limits, which can be increased by upgrading buildings.

- Spend resources wisely to avoid shortages.

- Monitor your resource levels in the UI.

4. Population Management

Each faction has its own population stats:

- Total Population: The total number of individuals in the faction.

-Unoccupied Population: Individuals not assigned to buildings or tasks.

- Happines*: A measure of satisfaction, ranging from 0 to 100.

Happiness

- Happiness is influenced by nearby buildings and their effects.

- Unoccupied individuals reduce happiness over time.

- High happiness generates **Influence**, while low happiness can lead to losing elections.

5. Buildings

Buildings play a crucial role in managing your population and resources. Each building has:

Occupation Slots: Determines how many individuals can work there.

- Happiness Effect: Impacts the happiness of nearby populations.

- Range: The area of influence for the building's effects.

Building Menu

- Open the building menu to construct new buildings.

- Assign individuals to buildings to maximize efficiency.

6. Elections

Elections are a critical part of the game. Here's how they work:

1. Happiness Determines Votes: Population votes for you based on their happiness, the happier the higher the change they will vote for you (100 happiness 100% vote success)

3. Winning the Election: Stay in power by ensuring the majority of votes.

7. Game Over

The game ends if:

- You lose an election.

- If you don't balance the whole town in both directions.
